Baseline Evaluation of the Empowering Her Project
FDM has been contracted by Oxfam Nepal to conduct the Baseline Evaluation of the Empowering Her: Advancing Women’s Economic and Political Leadership for Climate Resilient Communities project. This initiative aims to strengthen women’s economic resilience and political leadership in the face of climate change.
Objectives of the Baseline Evaluation
The baseline evaluation seeks to achieve several key objectives:
Assess Women's Economic Status: We will evaluate the current economic conditions of women in the targeted areas.
Participation in Climate-Resilient Activities: The evaluation will explore women's involvement in income-generating activities that are resilient to climate change.
Access to Financial Services: We aim to understand how accessible financial services are to women.
Engagement in Political Processes: The study will gauge the level of women's participation in political processes and community decision-making.
Community Awareness: We will assess community awareness and attitudes regarding gender-based violence, discrimination, and unpaid care work.
Methodology
FDM has adopted a mixed-method approach for this assignment. This includes both quantitative and qualitative research methods to gather comprehensive data.
Study Area
The evaluation will focus on two districts: Kanchanpur and Rautahat. These areas have been selected due to their unique challenges and opportunities related to women's economic and political leadership.
Quantitative Sample
Our quantitative sample will include over 1,200 women. This large sample size will help ensure that our findings are representative and reliable.
Qualitative Sample
In addition to the quantitative data, we will conduct 47 Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs). These qualitative methods will provide deeper insights into the experiences and perspectives of women in these communities.
Timeline
The duration of this evaluation is set from August to October 2025. This timeline allows us to conduct thorough research and analysis, ensuring that we provide accurate and actionable insights.

Through this baseline evaluation, FDM aims to contribute significantly to the Empowering Her project. By understanding the current status of women in Kanchanpur and Rautahat, we can help inform strategies that promote sustainable development and gender equality.
